2 lbs beef chuck roast, cubed
2 carrots, chopped
1 yellow onion, diced
2 cups whole milk
2 tablespoons flour
2 tablespoons olive oil
1 teaspoon salt
1 teaspoon pepper
1 teaspoon garlic powder
1/2 teaspoon red pepper
2 cups water

1. Heat the olive oil in a large pot over medium heat.
2. Season the cubed beef with salt, pepper, garlic powder, and red pepper, then sear in the pot until browned on all sides.
3. Add the diced onion and chopped carrots to the pot. Cook for 5 minutes until the vegetables are soft.
4. Sprinkle the flour over the beef and vegetables and stir to coat.
5. Slowly pour in the whole milk and water, stirring constantly to avoid lumps.
6. Bring the stew to a boil, then reduce heat and simmer for 40 minutes, or until the beef is tender.
7. Adjust seasoning if necessary and serve hot.
